-
29% User Fees (Insurance reimbursement and non-resident utilization)

This balanced funding method is fairer because it shifts reliance from property taxes while spreading costs across residents, visitors, and those traveling through the district.
What will Proposition EMS do for District Residents?
Proposition EMS, if passed, will result in a notable reduction in the annual property taxes of District residents, plus it responsibly divides the financial responsibility of funding JPAD between both residents and non-residents by allocating the required funds from sales tax on qualifying purchases.
